Ting-A-Ling Bingo, revisited

Back in April, I wrote about the old game Ting-A-Ling Bingo. This afternoon a song from Glenn Kotche's Introducing came up on my iPod, and something hit me - the sounds around 2:25 - 2:40 in "Stagger On"? That's the same sound the spinner makes in Ting-A-Ling Bingo! It's the ting-a-ling! I assume whatever mechanism is responsible for the ting-a-ling is pretty simple. But still! What does it all mean? Probably that the green car is still after me.
